Have you heard about MM-timer metamod plugin. which set more than 1000fps on server. U set sys_ticrate 99999 and mm_insane 1/2 and got maximum possible fps.( and huge CPU usage)
this for testing only

On my server it gives me up to 25000 fps...crazy uhhh
standart mm_insane 0 gives you 1024 fps.even on windows xp.

1. sys_ticrate 99999 //FPS上限
   
2. mm_insane 1 //是否开启疯狂模式 0为关闭 参数0-2
